Actually there are soo many milestone notifications in the beginning that a player might miss it in their chatbox certainly if they haven't switched to 'All Chat'.
The notification and the 'splash-graphics' in their screen many times fade away in the gaming screen easily to be missed.
The Lobby is still the best place as that leads you directly to the 'webpage/website' and sometimes directly to The RSOF.
