You have to charge the greater runic staff with a particular spell, so all you'd get was 1000 casts of that particular spell. Then of course you'd have to ensure you weren't caught, lest you warrant the ire of the authorities, and telegrab doesn't work on items secured on somebody's person (although you could plausibly telegrab an unsecured object, as you telegrab a hair clip off of somebody in king's ransom.)
Unless you had another method to get physical runes, you have no weapons to defend yourself with. Then you have to bear in mind your power only lasts for an hour, and being bedridden for a month + in jail is a bad situation.
EDIT: Although, you could plausibly drain the staff of runes, then use the air runes for combat. I suspect all of those runes would have to return with the staff, though. Kinda a grey area.
