Evaluating the given data, the PC you want to aquire has 8GB DDR4 RAM. Double the amount that Jagex says is needed to run the game on maximum setting.

Some components, such as graphics card, can be swapped in future, but as for now, if no one objects, I would say go for it. The PC that you are aiming at seems to meet the specifications that Jagex has advertised as 'maximum'.
