You can't use #5B92E5 because the game engine does not support as many colors as websites. It's possible to use a color very close to it, though. In order to use #5B92E5 you will have to set the values to something like H: 38 S: 5 L: 70.
Like I said the game engine does not support as many colors as websites. The bit depth in Runescape is 16 bits when in websites is 24 bits. This means websites support 16777216 colors when Runescape only supports 65536 colors, that's 256 times less! Of course, Runescape can display more than 65536 colors but I think that's part of the texturing. The textures are drawn with shades of a color rather than the color by itself. The game engine only supports 65536 colors though.
The hue value is a number from 0 to 63 because in the game only 6 bits are used to determine the hue angle of a color. If the hue angle of a color is 216.1° then if you 'downscaled' the degrees system to numbers from 0 to 63 you would have something around 37.8 (63*(216.1/360)=37.8). Rounded to the closest integer, the hue value would be 38.
