That one is Jirachi. He's my favourite; right behind Cubone and Celebi.

Jirachi is, uhm, I guess a wish maker/granter? He was in a film called "Jirachi: Wish Maker", where everyone wanted to abuse his powers, except for Ash, May (Misty's replacement), Max, and Brock.

I think he appeared in the equivalent of the third season? Ruby and Sapphire year.
