A few years back, my college was building this tall building. It was for student dorms. To make a long story short, the college wound up using funds from the government/city to build that dorm; those funds were not intended for that purpose. The college should have used profits to invest in a building; not government-/city-funded dollars. As a result, the tuition went from ~$10K to ~$15K-$20K.
