its actually a pretty fun game. you are the dictator of an island and you have to build buildings to bring money to your island from tourism, agriculture and shit like that. the tropico series is less serious than other games in the genre and makes it fun. only reason its so cheap is there was a price glitch on it couple months back which kinda crashed it.
