I guess in some sense achieving something they want (exp, capes or ranks), is them having fun.

I found getting 99 capes years ago fun, that's why I maxed. I never went for xp beyond until of recent as I didn't like gaining xp for seemingly nothing. Now there are 120 capes. I don't mind.
