Im gonna go with.. That drunk parrot from Eadgars Ruse. Since you have to dress it up (Don't forget clothes) to look human, and you store him in the Trollheim jail (when no one is looking!) so he can learn English.

The clothes could be a reference to the shadow of the storm quest where you need 'evil' clothing to get into his group Lurk
