All im really looking to get out of it is to play RS smoothly so 1 question I have is

- is an i7 processor really worth the price jump over an i5?

Any other tips or adjustments would be greatly appreciated

Nope, i5 is just fine.

Try something with a better graphics card.

950 is sort of bottom barrel unless all you're playing is runescape.

390 (amd) or 970 (lolvidia) are the sweet spot.

Do you not want to build one yourself? You typically get a better product since you know what's going inside of it.

That is all.

This website allows you to pick parts and swap them in, so technically it is building it, just someone else doing it :p (id fuck it up)

it's much easier than you think, you're paying $100 for them building it usually, give or take.

cyberpowerpc is absolute trash, build your own or at least buy them off of your local pc store and pay them $100 or w/e to build it for you you'll be way better off than the markup you get slogged with "gaming" prebuilders.

honestly look into learning to build, i learned everything necessary to do pretty easily in a few hours of browsing videos etc while doing some skilling

get a good power supply too
