It's part of the Tengu clue line. You have to do 3 succeed regular clues and then you start getting "Gift of Gu" clue voyages. If you donate 25k or more chimes you are guaranteed a cosmetic piece of the outfit.

The outfit is unlocked in this order: Legs, Top, Backpack, Mask.
