It's poor planning. You're giving Jagex far too much credit in suggesting that these mechanics are for them to have an intentional laugh at our expense.

It has become increasingly transparently crystal clear that they (1) do not understand how their game works or worked, (2) put little thought into any of the myriad consequences of the changes they make, and/or (3) have no quality testing prior to release.
