It's pulse core boost causing the issue. summon a steel titan or something to drop it back below 99 then refill points to see your virtual level. Someone at jagex should probably look into that.

Edit: never mind, you're only 99. Not sure what the issue is then. 106 is as high as the boost will go but there's no benefit to boosting it anyways. Look in the spoiler.
Why are you taking orders from a signature?
