Boy don't I feel like a shaved tail ensign...but I have looked everywhere for how to USE these things. I have tried "consuming" them, but I am not able to make any more than my 28 slot inventory allows.

Anyone having better luck?

P.S. - I am making bolts for feathering and tipping to see if THAT was the make-x benefit Jagex wished to offer.
