I'm surprised at why artifacts below level 70 yield Classic and Historic components with a 1% chance of yielding Timeworn and Vintage components.

Yet artifacts above level 70 only yield Timeworn and Vintage components. Shouldn't they have a slight chance to at least get the other 2 components?
