I have max kudos and still haven't unlocked dat enchanting ruby necklaces spell. You have to find a 'clean necklace' and show it to one of those nerds and they'll teach you the spell. However, I don't see how this is a spell since you can use that enchant spell for amulets and other ruby stuff... This only applies to necklaces so it shouldn't really be a requirement.
inb4 Mudda trolls and contradicts me.
