120 in Dungeoneering - Yes
All quests complete - Yes
All tasks complete - Yes
All Music unlocked - Yes
All Magic unlocked (Mage arena spells +Bones2Peaches) - No
300+ Rank in Mobilising Armies - No
Maximum Kudos in varrock museum - Doesn't matter to me. Having all quests done should take care of most kudos.
All "Hidden" content complete... (Ghostly robes/Shadow sword/Skippy for example) - Kind of divided on this one.

--- Other things that we are thinking of ---

All Champions defeated - No
Highest Chompy hat unlocked - No
Statue completed in POH - No (Completing this was quite an achievement though... )

Those are the requirements I would like to see for the "Uber Cape." If you make other capes, such as a minigame cape, D&D cape, etc., then the other requirements you mentioned would be used for those capes.

I will be honest here:

I am not interested in the uber/completionist cape as long as the firecape is a requirement to get all tasks done. Imo it was a serious mistake to add Jad to the slayer task and to the diaries.
I won't get into Nomad or into 99 versus 120 Dung.

Neelke, imo it was a deliberate choise from Jagex side, adding the firecape to skills and diaries imo was part of Jagex strategy to focus on bossfights in 2010.

They never took into account though that many of their loyal skillers do enjoy skilling (including slayer) and completing diaries, while not enjoying hard bossfights.
