Chompy Bird Hunting . . well if you add this on, then you must add:
-Rebuilding the skeletal horror
-Building the Epic Monkey Camp, by sending 25 Chocice to Awowogei
-Killing JadeVine monsters for Clarence's body parts to give him a funeral outside of the Mage Guild
-Collecting all Scabarite notes
-Killing the 5 goblin-skellies for the Goblin Highpriest
-Upgrading the Ivandis flail by killing and burning 100+ Vyrewatch corpses, I forget how many it was exactly.

^ In conclusion, if you require 4000 chompy kills, then you must then include all of these ridiculous tasks. Otherwise, you're picking and choosing . .

Champion Challenge . . I like it! --but remember, there is already a reward for this, that Imp carrying around the banner of XV. If anything, I would just make a cape, or more enhanced Imp-Banner for the Champ slayers.

Would all Court Cases have to be completed ;) ?

I'd say NO to the complete strange-rock-statue. Can't it be destroyed in your house? If someone got legit-hacked, then they could not receive their uber cape back for months til they redo the statue X_x kinda harsh.

around 30-40 tasks if you have unlocked nothing and depending on row count

You need to kill at least 1 champion to unlock the song so should be for the cape.

As someone asked how can you max w/o having maxed quest points. Easy. I hate quests. Boring as hell, story line is crap on most of them, and no good rewards honestly. I have 14 quests left to do and doubt I'll do any of them anytime soon.

Honestly the Uber Cape is Quest Cape V2.0 with making you have to keep up with updates, quests and released content. Not gonna waste my time every week with the crap content that Jagex pumps out atm to have a 2nd quest cape that I wouldn't even wear.

Anyway, rebuilding the Skele Horror is required anyway, Exhibit A music.

Edit: I fail to see why you wouldn't wear the cape (expect for Castle wars before Omustardo posts@) if it has the stats Chris 'wants'. I'd do every quest (even though I already do) to keep it for a cape with the stats 'planned'.. Unslain Bosses - Clan

Unlocking all Magic spells would be kind of stupid imo. This would be the same as buying all Slayer point rewards, all Dungeoneering items, etc.

Requirements for the cape should be:
99 everything + 120 Dungeoneering
All songs unlocked
All quests completed
All tasks completed
All emotes unlocked

To Jagex I'm maxed. Don't give a flying f*** what other players think.

Wouldn't wear it because idgaf for skill capes. Barely play anyways will just go sit on my cape rack.

Also so much hype over this cape when Jagex is just gonna be a letdown again. Not gonna have the stats people want.

If you're going to include (All Champions defeated, highest Chompy hat unlocked, statue completed in POH, 300+ Rank in Mobilising Armies) all those achievements as a requirement then tbh you need to include unlocking/achieving everything you can on RS (PC rewards, TB rewards, full lumberjack, fog, etc.) It just doesn't make sense to only add a few of them. And for needing BTP, it doesn't make sense to have that and not have to unlock the prayers from the Dungeoneering. Would make more sense to just make another cape that needs all of those minigames played out completely than to add them to requirements to the uber cape. Doubt the majority of players with all 99s and 120 dg (or close to) have completed every minigame thoroughly, the way the uber cape is described on the blog sounds perfect.
