^ Local Moderators - community managers working on behalf of Jagex. You can identify their forum posts quite easily, as they have a purple background, and their names have the pre-nonimals 'CM' - much like Jagex Moderators have the word 'Mod' before their name.
Yes, Player Moderators cannot reveal their status on the forums. Unlike Fmods, there's no way of easily identifying them and there's no definitive list of moderators, unlike the list used to identify Forum Moderators. All you can really do is strike up a conversation with them in-game, but of course, they're under no obligation to answer your questions. As you have also noted, there are some things that simply can't be revealed.
From my perspective, a dedicated thread would be a bad idea. Yes, you need to apply for jobs in real life, but you need to remember that being a player/forum moderator
isn't
a job. As Gambit's thread notes, moderators aren't meant to be RuneScape's police force, and they're entitled to play the game just as anyone else would. Think of it more as a recognition from Jagex for going above and beyond within the RuneScape community. A thread would only attract the wrong type of people, and it would drain a lot of Jagex's time in sifting through it to find the legitimate, worthwhile posts. Limiting such a thread to the HLF would be a mistake, as high level players are not necessarily more experienced or more community-focused than other members of the community.
Additionally, it would likely attract spam, as well as the targeting of players that post on it (remember, while posts might be hidden, you can still see the name of the last person to post).
I think it's good to note that anoyone can be helpful within the community. You could host portables or events, run a clan, post on social media, suggest and critique ideas on the forums, or lend a hand to players in need of help.
