Cancelling the best abilities at a precise moment to get more attacks is clearly a bug. Looks like it, feels like, probably smells like it too. Switching weapons to get benefits of other weapons is clearly a bug.
I mean, Jagex could probably hire a professor to make a video trying to put some logic on it, but otherwise they are just being lazy bug lords.

What does this have to do with basic functionality?

That specifically has to do with balance. But my response is from you seeming to blame the players for not understanding the combat. Here specifically, 5 pages of notes and was confused looking for advice.
You turn around and say learning combat is super easy, barely an inconvenience.

Because... it is? EoC was new to everyone once, myself included.
There is a high knowledge ceiling yes. But that has nothing to do with the floor. You don't need know how to max dps to pvm, you need to know how to stay alive and kill boss. Making 100m+/hr doing speedkills is optional. But if you want to get there, learn the basics first.
And that means reading what your abilities actually do. Which basic should I use? Make whatever does the most damage high priority. Defensives? Makes the next hit heal me, yes this might save me if I am about to be hit hard. Sunshine or omnipower? Hmmm lets read... 200-400% damage or 30 seconds of +50% boost, you're actually braindead if you can't figure that one.

There are certain bosses, Zuk for example, where you do. I believe Solak and AoD also have DPS-gates? I haven't done enough of those to know for sure personally. The reason I do know about Zuk is the several failed kills from not having enough DPS during pizza phase, when I'm maxed out on gear, potions, and the like.
And yes, I do know what my abilities do, before you presume that's the reason.

I said pvm, not do able to do any boss, any hardmode, any group size. Start small, maybe practice your dps on something else.
I believe at Zuk his hp doesnt reset if you fail, you just have to do the last wave again then continue from the same hp you ended at so its not actually a hard gate. Same with Solak, you can repeat his core from the same hp if you dont have the dps.
AoD doesn't have any dps timegates, thats just to skip her mechanics and turn the boss into a glorified combat dummy.
What I'm saying about people not reading what their abilities do is how do you even expect to start without doing so, and how is simply reading them some kind of a challenge? People have been playing eoc for 10 years, maxed, etc, somehow during that time never read the ability descriptions and then say its too hard to learn eoc. Dont get it.

Pizza phase literally instant-kills you through sign so no, you don't get an additional chance. This is in normal mode as well, so once again, incorrect presumptions.
