I only see that message when I try quick-hopping or going to citadel/big chinchompa whilst on a 3G network. I don't know what it actually means.

Every time you load RuneScape, you use a slightly modified client and this is why you need client tokens. The client tokens are made so they time out and can't be reused. It's a bot prevention method and it's probably pretty outdated however it might still stop older botting clients.
