Can't Jagex just inform twitter officials, and have them send local authorities to the persons address for attacking, and even advertising about it

Sorry, Twitter strongly upholds freedom of speech so there's actually some extremely notorious groups on twitter like ISIS that spews uncensored propaganda all over their Twitter page to install fear in Middle East.

You do realize there are other parts to the whole "freedom of speech" thing, right? This is actually in violation of freedom of speech in most countries.
I'm bad and I feel bad.

Please don't confuse European/Australian/Canadian pseudo freedom of speech with real freedom of speech. In a free country, posting a comment on twitter does not justify indictment of a crime.

Don't forget America. Freedom of speech does not apply when it interferes with the happiness and well-being of another individual.

Twitter can't do shit if approached by the authorities carrying proper orders. Especially now a days when cyber crime is actually looked at more seriously, even something which may seem small like continual disruptions of a company's servers can turn to harassment charges (person is even bragging about it). At the end of the day, a business is still having their service interrupted through ill-played means.

lolwut. It's true America doesn't uphold its founding principles as well as it used to, but you're still allowed to express hate speech in America even if it "interferes with the happiness and well-being of another individual."

God forbid the SJW destroy the last true bastion of freedom in the western world. Well, it's already begun so I should say god forbid they finish the job.

The only exception to the above^ is when someone threatens to go on a rampage of something extremely serious like that. May as well point out the exception as people have a tendency to point to extremes as an example.
