Thing is you aren't factoring attack speed or accuracy and you're also probably using banebolts which have been broke ever since EoC.

Ascensions would be better DPS.

Am using dbane yes, and have tested Ascs on Eoc, Royal crossbow gets me a 1/3 ish faster tasks

Because Banebolts have never worked right with EoC, your complaint is banebolts being broken (which has been complaint ever since EoC was released) not that Legacy is OP.

Same as how Barrage is better in Legacy, it's not because Legacy is OP it's because there are still things which are broke because of EoC and have still never been fixed.

The rcb still hits 750s with royal bolts too, still too high and consistent
