What is this 4th of july event everyones going on about?

Back in my day before jagex started being idiots they used to post stuff on homepage/forums... so players actually knew what was going on.

The reason I want rapiers is because they currently have a use. Although with Arraxxor coming out, I'm going to guess my Wizards Tower Staff will have a use in my keepsake too. Unslain Bosses - Clan
