Figured out how to get around the stupid forced 1 tick delay on full manual.

Avoids the 1 tick delay:

With 1 tick delay:

How? It's all about timing, you just need to avoid queuing the abilities. Fire off the ability exactly when it gets off the cooldown. Trying to fire off the ability prompts queuing and forces the 1 tick delay after cooldown.

Not sure if oversight by Jagex or it is just a clever way to stop button mashing by forcing player's timing.

Queuing: still slightly bugged

Yup, my focus was only on full manual, not queuing in attempt to achieve 2 ticks.

Yes, but you'll have to change the order of your rotation compared to before the update.
