Pretty much yeah, but depending what price you buy the orbs for (and what type) it's free...
It works out to about 30k staves a year if you buy them every day (36k if you buy from Baba Yaga also, but her stock is a bit more annoying)
So with water orbs that's 3-3.6m exp without boosts, with air orbs it's 4-4.8m
Citadel is about 13m exp a year in free experience also, so together it's 16-18m crafting experience at no cost.. Adds up
