I hope that if they choose to remove the time restrictions on SH2, that they'll remove the grace period entirely too. Or it just makes no sense.

If they go ahead with that "weekly check" thing or whatever it was then obviously a grace period wouldn't be needed. I think the idea is to replace the grace period any way.
If they just look at the content itself disregarding the capes they should also realise restricting the content so badly is stupid anyway. I mean, you already need high stats and a large amount of quests to even enter the elf city and after you've managed to gain access you're told you need to wait 8 months in order to build a statue?
Best solution is obviously leave time-restricted requirements out of comp capes.
Obviously this won't happen though because this is the lazy way of making a requirement seem "hard" and "challenging" because you have to wait X amount of time before you're able to make further progress towards the requirement. The actual time spent isn't really long but the ridiculous week waits create the illusion that so much time is spent.
