For what it's worth, the Kingdom takes the percentage of each day at the collection time. So if you let it for 3 days, it'd take 100%, then 99%, then 98% or whatever. So if you let if degrade for 3 weeks then came back later and just boosted it back to 100%, you'd still incur a huge penalty of resource collection.
