The person who sold off the rings instead of acknowledging the mistake should be banned.. But people who got caught in the crossfire shouldn't be.
Original speculation was that a merchant was dumping his collection. Which moved to a merch clan dumping a combined collection, which moved to a duping theory.. None of which were correct
But people who bought them without knowing Jagex gave someone 10m archer rings shouldn't be punished for thinking they were making a smart merchanting decision.. Regardless of how much I don't like merchers

i warned my clan about the issue and they all dropped there rings on the floor so they wouldn't get in-trouble.
Then i had some stupid moron at sinkholes selling them even after being told by pmods and everyone else there not to sell them due to the "dupe" issue with them.
But i caught a screenie of a guy with 127k archer rings selling them so i hope he gets screwed over. Because you can't tell me that's not mass abusing the bug.
