I'd say at minimum Temple at Sennisten should be complete, elseways you have plotholes bigger than the grand canyon waiting for people who haven't done it yet.

Don't get me wrong, it's not that I don't want people to do the quest, I do, But this whole 5th age/6th age quest thing is unnecessarily complicated, and if I'm honest, things like this NEED requirements to be appreciated properly.
