I just checked, scrolled through banners as well. I don't have that one, so it really is just for you..unless I'm excluded specifically, which wouldn't surprise me since everyone hates me >_>
It's not just for me lol, plenty of people have gotten the message about it before in the message center. Also my noob account that is a member atm also has the offer.
It is interesting the banner doesn't show for you, I just assumed they always were the same for everyone.
Oh...I got no message either. Maybe because I'm not necessarily 'loyal' since I didn't play for 4 years. Assuming my account is created before your noob, which I'm almost certain of. Oh well, probably randomly chosen accounts to experiment if people really buy/don't to see if they should increase the purchase amounts.
