Tradeable no, but when people sell resources you have to kill them (or they die to dragons or something idk) and the buyer picks them up from the ground.

Yes, you can only gather 75 per day in total - either by pking, looting camps or a combination of the two.

Eg:

Camp 1: loot 25
Camp 2: loot 25
PK and pick up 12 resources
Camp 3: will only let you loot 13 resources

However, if you pk someone and don't pick up the loot it doesn't count towards your daily cap. So if you kill someone with construction resources, but don't want that you can just leave it for someone else to pick up and loot the other resources at the camp.
