Because a fair few of the lower quests have been slightly reworked into being a bit of an extended tutorial of the game, e.g bloodpact now introduces you properly to abilities and combat etc.

The graphics guys experimented with a few new ways of doing things, both to increase quality and performance - I'd say that paid off, and I'm sure they'll use these techniques in future.

We want new players in the thick of the action as soon as possible, so Ashdale's our quickest tutorial yet. When it's done, though, the Path System takes over. Accessed through the Adventures interface,
the Path System points new players to the best early content and essential novice quests.

There's no doubting the tutorial itself is handholdy, but the path system's progressively less so. It guides players towards content that's both level relevant and high quality, but it can also be ignored should a player wish to - without being hidden behind a lot of interfaces a player's never introduced to, like the previous tutorial mode toggle.
Some quests have minor tutorials added, such as Blood Pact teaching how to place new abilities on the hotbar and the distinction between melee, magic and ranged weapons but for the most part a player's directed to a quest and left to themselves to complete it.
