They must definitely be aware of the 'damage' it has caused then, but perhaps wanted to see how many that moved to osrs moved because of it. Given that 60% currently have voted it being the reason to move, there is a chance that they might not remove EoC since they're already receiving membership from those 60% of players.
What could be worth doing, is a poll about enjoyment between osrs and main game, and see if it is then worth removing EoC to allow the movers to revert to main game.

Having that 60% in the main game permanently would, in the end, yield potentially more profit. Those players may spend on extra things such as Bonds, Solomon and SoF. These 3 aren't on OSRS, so Jagex is missing out on money. In the end, having all those players playing RS3 is much more profitable.
Jagex would then have to shut down Vorago, The Kalphite King and some other EoC-exclusive content for like 1-2 weeks in order to adapt the game to how it was.
I honestly don't see any long term downsides to reverting the EoC. Jagex just need to admit they were mistaken, period. We won't judge them. If anything, we'll praise them for such an act of respect toward their playerbase.
