It is a Shelder.

A Slowpoke evolves into Slowbro when a Shelder attaches itself to a Slowpoke's tail.

I know everything about pokemon, I just finished watching the cartoons so don't test me.

Because its mutually beneficial for both Pokemon. For Shelder it allows it to travel across land which it could never do before and even as Cloyster can not do.

For Slowbro the added weight on its tail acts as a counter balance allowing it to stand on its hind legs which then in turn allows it to perform stronger attacks such as the Mega punch.

I'm a better version of Professor Oak.
