The recommended level for chaos elemental is 60, and a group size of 1.

At level 69 combat, I have 48 hp (and thus, 4800 hp)

Chaos elemental hits 1.8k with his regular attacks and 900s through prayer

Now, I'm no expert, but I am pretty sure it's meant for higher levels than 60. Unslain Bosses - Clan
