I doubt it, I think that even though the xp drop is way bigger that the sheer speed (fly fishing is what, 1,300 fish/hr vs 130/hr for rocktails?) would outweigh it by miles.
Also Jagex are smart, higher xp drops = RAF, outfits, BXP, etc, give higher chances of pets
