To clarify, each size of island will now guarantee having a certain number of rare resources on it, chosen at random.

Small 0-1
Medium 1-2
Large 2-3

However, if the rare resource chosen to spawn on an island is wobbegong sharks, there is currently an issue where they can't find a place to spawn, and so they don't. Hence, what would have been guaranteed isn't.

It's to do with them not being on land and needing to find a place to spawn off the coast that can be reached.

It should only occur rarely, but is being looked into as a priority.
