I think they do drop but it's extremely low chance. 0-100% is pretty much an introductory to the fight, helps get you familiar with the boss and stuff. 100+ is where the fight really begins and where it truly begins to rival Araxxor in terms of difficulty.

It wouldn't make sense otherwise if you could get easy drops on lower than 100 (since 100 unlocks an entire phase). Probably like a 1/5k drop rate or something on less than 100. .
