I think collecting quiver from grave means you lose 10% of the arrows, so perhaps the cost is something to do with the same figure?

I can't say I've ever gone back to my grave since the grave rework

I believe you lose 100 of the arrows if you do collect it from the grave though. Unslain Bosses - Clan
