Hmm, I've been hearing about comp reqs since today's update, but I'm not sure if I'm just missing what it is?

I read through the update news posts, but I wasn't sure, and I'm still wearing my comp cape. Maybe I'm just being crazy. :P

Do those tasks appear every 12 hours after you complete one or at a specific time (like 12:00 game time and reset, for instance)?

Also are you required to log in for new tasks to appear of will they appear regardless? If the latter you could just do tasks once every 60 hours - kinda like I do those bounty hunter tasks once I have 4-5 stacked up.
