Yes, the general idea is to aid the customer support team; be that in providing advice or tips, directing players to the appropriate support centre section (should contain the solutions to most common issues - if not there will be options to contact jagex at the bottom), offering solutions directly on the forums, twitter or both. However, as is evident from the thread in the general subforum nearing 1k posts with questions and feedback regarding the incentive it appears that the public information released by Jagex isn't as clear as everyone would want it to be - perhaps there will be some info added to that soon as the thread has recieved quite some traction lately.
