Just started inventor and I'm confused about something.

Tried making some tool gizmos for my augmented fishing rod but I am only getting 1 perk per gizmo, should I be getting 2? Buy floors from Keyers Fc .

I thought which perks and how many on a gizmo was random lol, or maybe dependant on how many slots you put materials in? Like 1-3 materials gives 1 perk, 4-5 gives 2? I'm not sure
