It really could have easily been done had Jagex just took some time to target specific perks as being the best ones to go for, and then made them obtainable through breaking down tons of items they believed should go up in price.

Really not a whole lot different than what summoning did for certain items to make pouches.

Unfortunately they did a terrible job of this, as the good perks are easily created without needing to dismantle a whole lot of items. They made the mistake of putting large costs on augmentors, which just leads people to siphon more, and with siphons leading cost being precious components, it in turn causes slayer gems of all things to get sunk, which does absolutely nothing for the economy.

Oh, also them adhering to their super strict tierscape is ridiculous as well. Why anyone would really dismantle rune items at a 10x cost of adamant items for a 8%? reduced junk chance? The same can be applied to really any resource in the game to disassemble. If they're going to add diamonds in such large quantities to the game, then maybe their huge item sink of a skill should have behaved in such a way to make specifically diamonds more valuable to disassemble than other gems. Maybe it doesn't make sense according to tier scape, but according to game balance as a whole it would have come across as much better.

A reward system for bosses requires completely reworking the entire game, and with such a large portion of the playerbase already at or near the end of the progression table, reworking everything at this point seems futile :\.

Assuming you meant having each boss in the game provide something of niche value so nothing becomes "useless"!

I meant going forward.. The economy recovers each time they do something like this, so as long as they do something for the next boss they release instead of...

"Hmm, what's a valuable resource right now?"
"Well... Look at the price of items X, Y and Z!"
"Very good! Our new boss will drop 150-200 of these items per kill! This will have absolutely no negative repercussions and surely won't be better resources/hour than actually training those skills is!"
