Yes, it's the same competition that used to be called Uefa cup. From England the teams can qualify for it by finishing 5th or 6th in the league. Alternatively by finishing 3rd in their champions league group (1-2 go through to the knock out stages, 3 to Uefa cup, 4 is knocked out of European competitions).
