The important thing is that if it does work which it probably will, even if it doesn't get doubled to 8% it should give 4% minimum so yay!

I believe you only have to activate it to get the boost, but don't have to wield it afterwards for the boost to apply. I'm not 100% certain though. If you're right, that means 4(8%) from sceptre, then wield an item with Enlightened 2 or 3 for a total 6% to 14% BXP

Uh, depends on what skill you train. 5% more xp when making combo pots and 5% extra xp when training prayer. The other effects are indirectly more xp like increased chance of catching fish or cutting double logs when woodcutting.
