How to make dangerous PvP have a future: Add completionist requirements that require PvP. Job done. Something they'd probably eventually do to force people to get into it (and some will even become lovers of PvP as a result). It's exactly what Warbands did. The only reason it's not populated 24/7 is because Warbands has time limits (only active at a certain point in time during the day/night). If there's a reason and motivation to head into the wilderness, it will populate quickly (large rewards and/or requirements for something desirable).
I prepare myself for that future. The rage will be strong when they finally begin to incorporate PvP into the comp cape requirements. PvM was bad enough, but PvP will be ten times worse.
