And you shouldn't be able to alch without runes. So maybe it's using something else?

Well if Legendary pets alch for you no matter the spellbook I'm guessing its intentional.

Well Alchemist Amulets is for-profit for Jagex, so I doubt they would be tied with burdensome restrictions
