I'm guessing Jagex have learnt that keeping stuff rare keeps the price up, see: t85 weapons, dyes, third-age to some extent Unslain Bosses - Clan

Pretty stupid that they're making it rare at all. Should be like 1/100 clue chance. Make it widely available and thus widely used. Dyes are pretty poorly designed in that sense. 7:^]
