Does anyone happen to know whether you need all skills at 90+ to wear the level 90 Milestone cape, or if it's only the creation of the cape where you need all the skills?

You need all your stats at 90 to wear it, I believe.

People were wearing it on Divination release however I believe it was fixed along with Completionist cape keepsakes.

You don't need 90 Invention to wear it, if that's what you are asking. Unslain Bosses - Clan

My friend is really close to her level 90 Milestone cape and we were wondering if it's worth to get it for her now with Invention so close, in case she'd be unable to wear it then.
If 90 Invention is not required for it, then we might as well get that for her.

Well max capes are just another milestone cape and they will require invention but I don't know, they might just not do it for <99. Tell your friend to get a master quest cape! Hi
